Ministry of Research, Technology and Higher Education in Asia

Challenge

The Ministry sought to modernize its national university technology transfer regulations and build commercialisation skills among technology transfer officers across 30 public universities. The leadership sought an authoritative, independent strategic evaluation to optimize grant allocation mechanisms, streamline technology transfer workflows, and align regional innovation policies with global best practices.

The Oracle's Solution

Oxford Oracle conducted a national regulatory review and delivered an extensive capacity-building programme, training over 120 tech transfer managers in IP evaluation, licensing, and venture creation. Oxford Oracle delivered an intensive executive curriculum comprising interactive deal simulations, IP valuation toolkits, risk-adjusted financial modeling, and specialized negotiation mentorship. This comprehensive initiative significantly accelerated time-to-market for novel inventions while safeguarding core institutional IP rights and fostering regional economic growth.

Consequential Impact

National university patent commercialisation rates increased by 175% over 3 years, resulting in 35 new university spinouts and £5.4 million in technology licensing revenues nationwide. Furthermore, the engagement established a permanent, scalable operational blueprint, driving long-term strategic alignment, continuous revenue growth, and enhanced institutional reputation across global innovation networks.
