Challenge

In 2016, a national research funding agency, Europe research funding agency, appointed Oxford Oracle to advise on establishing an effective system of knowledge transfer.

The Oracle's Solution

Oxford Oracle provided a template Intellectual Property (IP) policy, which it used to work with nine of the nation's major universities and research & technology organisations, and to develop tailored IP policies and procedures. Oxford Oracle also provided a national research funding agency with a comprehensive business plan for a future central knowledge transfer office. A national research funding agency, Europe In 2016-2017 Oxford Oracle completed an IP Policy and Business Plan development project for the national research funding agency Europe and nine associated European universities and Research & Technology Organisations (RTOs). In completing this work, Oxford Oracle delivered two separate but connected work packages, first providing IP Policy Development to nine European universities and RTOs, an activity that included: 1) coaching in IP Policy development, 2) facilitation of IP Policy Workshops and 3) drafting of the Policies for each of the nine clients. In the subsequent extension to the project, Oxford Oracle developed for the national research funding agency a blueprint for the development of a Knowledge Transfer Facility to serve the nine universities and RTOs that had engaged with the IP Policy formation project. This blueprint, essentially a fully costed business plan, described: 1) the Europe research, innovation and enterprise ecosystem, 2) the Vision, Mission, Objectives, Strategy and Tactics (Vision, Mission, Objectives, Strategies, and Tactics (VMOST) for the facility, 3) a suggested governance and revenue-sharing model, and 4) the operations and costs necessary to run the facility for its first five years.

Consequential Impact

All nine participating institutions are now implementing policies for IP management and are strongly positioned to successfully translate their high-quality research into commercial ventures. Ultimately this enables the European nation to become a leading player in knowledge exploitation.
