Challenge

Oxford Oracle were approached by the UK university to conduct a complete overhaul of its Intellectual Property (IP) commercialisation and exploitation systems, and assist the university with the achievement of its strategic objectives. From 2017 to 2021, Oxford Oracle worked with a UK university to develop and deliver a strategy for generating revenue from academic enterprise at the university.

The Oracle's Solution

Oxford Oracle worked closely with Westminster to develop, and deliver, a strategy for generating revenue from academic enterprise at the university. Oxford Oracle mapped the university's systems and stakeholders, and then drafted a new IP policy, developed exploitation processes and systems, and delivered on-site training in IP exploitation for university staff. Oxford Oracle has continued to provide support through identifying licence opportunities and licensees, assistance with contract and agreement negotiations with major funders and with Westminster academics, identifying both early stage and more developed IP for exploitation, IP landscaping, market evaluation and developing marketing strategies, project portfolio management, and managing a patent attorney panel of four experienced patent firms, to ensure that the best advice is obtained for the best price. Beginning with a gap and opportunity analysis, Oxford Oracle has supported the university in developing, and delivering on, a new strategy for the exploitation of its IP and for the generation of revenue from academic enterprise. Whilst mapping Westminster's systems and stakeholders (internal and external), Oxford Oracle analysed the existing commercialisation infrastructure (e.g. IP Policy, awareness raising processes, IP and market analysis systems, IPR maintenance structures, marketing approaches, and legal templates) for their suitability for IP identification and exploitation. This mapping exercise provided Oxford Oracle with a thorough understanding of the capability gaps, training and policy/ systems/ process needs within Westminster, and was the baseline from which the IPR exploitation support programme was developed. Oxford Oracle were then engaged to address the gaps and focus on delivering the short, medium and long-term exploitation prospects within the Westminster research portfolio. In particular, Oxford Oracle's analysis highlighted the requirement for: IP management and exploitation training for Westminster's internal business development teams; Tactical project support for Westminster's highest priority IP exploitation opportunities, including: IP landscaping and strategy development, market evaluations, IP commercialisation plans and delivery, and translational funding proposal development support (particularly for IP strategy and commercialisation planning); and Development and proactive management of the Westminster project portfolio (IP pipeline). Subsequently, over the past six months, Oxford Oracle has continued to deliver upon the recommendations of the stakeholder report by drafting and establishing a new IP policy, developing exploitation processes and systems, providing onsite training in IP exploitation to established and new staff, and delivering expert IP exploitation support (the larger part of our work). IEs support activity has included: identification of licence opportunities and licencee, contract and agreement negotiation support, extensive activity with Westminster academics identifying early stage and more developed IP for exploitation, IP landscaping, market evaluation and marketing strategy development, project portfolio management (given the early stage of the portfolio, at present using our own bespoke excel system that enables the user to manage and review the portfolio against exploitation objectives), and management of a patent attorney panel of four experienced patent firms, to ensure that the best possible advice is obtained for the best price and with the right technical and market experience. Sectors within the Westminster portfolio include, but are not limited to, life sciences incl. Health and diagnostics, electrical engineering, data and software (copyright) related projects. The Oxford Oracle delivery team comprises two experienced technology exploitation project managers working on site at Westminster and a backroom of specialist (life and software/data specialists in particular) IP landscaping and marketing consultants.
