Challenge

The regional foundation aimed to transform a cluster of regional research institutes into a unified, high-performing innovation ecosystem. Existing institutes suffered from fragmented IP management, inconsistent spinout policies, and limited venture capital attraction. The leadership sought an authoritative, independent strategic evaluation to optimize grant allocation mechanisms, streamline technology transfer workflows, and align regional innovation policies with global best practices.

The Oracle's Solution

Oxford Oracle designed a centralized Technology Transfer Hub model for the foundation. The intervention established unified IP governance rules, introduced standardized proof-of-concept seed funding criteria, and delivered hands-on venture building support. Oxford Oracle deployed a multidisciplinary advisory team to execute comprehensive technical due diligence, design bespoke commercialisation roadmaps, and establish standardized stage-gate evaluation metrics.

Consequential Impact

The unified Hub model increased annual invention disclosures by 210% and generated €7.4 million in technology licensing revenue within three years. The foundation successfully launched 9 sustainable deep-tech spinouts, creating over 120 high-skilled regional jobs. Furthermore, the engagement established a permanent, scalable operational blueprint, driving long-term strategic alignment, continuous revenue growth, and enhanced institutional reputation across global innovation networks.
