Challenge

The Regional Education Department faced severe challenges in embedding practical technology entrepreneurship and innovation capabilities within secondary and higher education institutions across the region. Regional curricula were heavily theoretical, leaving young STEM graduates ill-equipped to commercialise scientific ideas or build technology ventures. Furthermore, educators lacked structured toolkits, mentorship frameworks, and institutional support to teach experiential technology commercialisation and intellectual property management.

The Oracle's Solution

Oxford Oracle designed and executed an integrated, regional STEM Entrepreneurship & Technology Commercialisation Capacity Building Initiative. The intervention delivered:

  • An accredited 'Train-the-Trainer' masterclass series for 150 lead educators across 45 regional institutions
  • Hands-on venture creation toolkits, business model simulation software, and IP evaluation frameworks tailored for STEM students
  • Interactive workshops pairing academic teams with international technology transfer mentors and venture capital advisors
  • A regional Youth Innovation Competition framework to accelerate student prototypes into market-ready commercial ventures

Consequential Impact

The initiative transformed regional STEM education and technology transfer outcomes across 45 participating secondary and university institutions:

  • Over 150 master educators were certified, subsequently delivering accredited entrepreneurship modules to more than 14,000 students
  • Accelerated the formation of 48 student-led technology ventures in clean energy, agritech, and digital health
  • Participating student spinouts secured over £1.8 million in pre-seed angel funding and institutional commercial grants
  • Established 6 regional university innovation incubators, creating a permanent, self-sustaining entrepreneurial pipeline
